Modder Romelsalwi recently released the "Optimized Ray Tracing Settings" for Cyberpunk 2077. CD Projekt Red's next-gen RPG is notoriously hard to run, even on top-of-the-line PC setups. The ray-tracing settings, in particular, make it impossible to achieve a locked 60 FPS on cards like GeForce RTX 3080.
Romelsalwi's setting optimizations reportedly boost performance by 5-10 FPS with ray-tracing enabled. While this might not sound like much, it could be enough to push averages above the 60 FPS threshold. If you're not enthusiastic about using the mod, it might be a good idea to wait for CD Projekt Red's major January patch, which will likely address performance and stability issues alongside a whole host of game-breaking bugs.
The Witcher 3 also had a fairly rough launch, with performance issues on console and PC. Regular patches smoothed things over. Modern graphics cards can easily run the title at 4K/60 FPS. While Cyberpunk 2077's issues might be a bit more profound, we expect the overall performance profile to improve over time. In the meanwhile, mods like this one could be a useful stop-gap.
