Todd Howard says AI is only a ‘tool,’ emphasizes human creativity as Bethesda avoids AI-generated game content

Bethesda's Todd Howard said artificial intelligence should serve strictly as a production “tool,” stressing that human intention and artistry must remain at the heart of game development in a conversation with Eurogamer.

The creative force behind Bethesda Game Studios’ Elder Scrolls and Fallout franchises, Todd Howard, delved into the questionable role of artificial intelligence in game development. The studio director framed it as an invaluable tool while also emphasizing the need for human creativity.

Todd Howard discussed this at a promotional event for the second season of Amazon’s Fallout adaptation, which is scheduled to premiere later this month. Howard spoke to Eurogamer’s social producer Mat Jones about the show's expansion into new settings and references to New Vegas. During the conversation, the interview pivoted to AI.

Todd Howard said:

I view it as a tool. Creative intention comes from human artists, number one.” He clarified in the interview that Bethesda isn’t using AI as a means for content generation but to streamline internal workflows.

Todd looked back and drew a parallel between Photoshop and AI. He said, “I think if you go back 10 years ago, that version of Photoshop, you wouldn’t want to go back to that version of Photoshop.”

He believes that AI allows developers to improve efficiency in development processes without compromising on creativity.

He further elaborated:

But I think we look at it as a tool for, is there a way we can use it to help us go through some iterations that we do ourselves faster. Not in generating things, but we are always working on our toolset for how we build our worlds or check things.

Howard’s comments about AI come at a turning point in the gaming industry, where many developers have sought to use AI to boost profitability, but this has led to widespread layoffs.

To put things into perspective, a Google Cloud survey conducted in August 2025 found that 90% of game developers are already using AI in their workflows to automate repetitive tasks and cut costs.

95% of developers using AI stated that AI reduces the monotony of repetitive tasks, allowing them to focus on the creative aspects of video games. A staggering 94% expect AI to reduce the overall cost of developing games in the long run.

Howard concluded the interview, stating, “That’s our view on it. We want to protect the artistry. The human intention of it is what makes our stuff special.”
