Google implements Android’s new mandatory sideloading rules officially in four countries

Google has introduced Android developer identity checks across seven app stores in Brazil, Indonesia, Singapore and Thailand, ahead of a broader verification rollout planned for 2027. The days of freedom on Android are drawing to a close, and Google has moved up the timeline. The tech giant recently announced major changes to the Android ecosystem, including how third-party apps are installed, which Google is calling the advanced flow.

Sideloading with caveats

If you missed it, Google’s new sideloading rules require users to enable a new setting in Developer options and wait 24 hours before installing a third-party app that isn't available on the Google Play Store. If the developer or development team behind a third-party app is registered with Google, users can install it normally, as they do now.

Aside from the Google Play Store, other currently authorized app stores include the Samsung Galaxy Store, Huawei’s Honor App Market, the Oppo App Market, Xiaomi GetApps, vivo V-Appstore, and the Transsion Palm Store. Google says these changes will reduce scams through malicious apps and prevent long-term scams in which apps build trust and change ownership in the background without the user knowing.

While the advanced flow is slated to roll out starting in 2027, Google has launched it early in four countries. Brazil, Indonesia, Singapore, and Thailand. Any user on a device running Android 7 or later will now need to go through the advanced flow to install third-party apps from unverified developers.

An ID check that may or may not persist in the future?

For now, the September 30 milestone amounts to an identity check at seven app stores in four countries rather than a sideloading ban. The real test arrives in 2027, when Google says verification will expand globally to all apps on certified devices, and it has said it will also extend the capability to all third-party Android app stores, without giving a date.

Whether direct downloads from the open web get pulled in at that point, as the original 2025 plan intended, is the question that matters for anyone who installs software outside an app store. Google has already shown it will adjust the scope when partners and developers push back. Whether it holds that line in 2027 is another matter.
