In Flooded, the city isn’t expanding – it’s sinking. As the title suggests, rising waters gradually consume everything in sight. The unconventional city builder is currently available on Steam at its lowest price yet, discounted by 80%.

Flooded lives up to its name. The city builder places players in a world where land is scarce and water levels keep rising. Unlike traditional building games focused on expansion, Flooded challenges players to adapt as the playable area steadily shrinks. The objective is simple but urgent – build an ark and escape before the island disappears beneath the waves. Success leads to a new island with fresh challenges and changing conditions. Failure, however, means starting over from scratch.

As water levels continue to rise, players must build mines and production facilities, gather resources, and make efficient use of the shrinking land. Every decision matters – space is limited, and players constantly have to weigh which structures are worth building and which will soon be lost to the water. They are not alone, however. Other survivors pose a threat, making territorial defense just as important as resource management.

Reviewers at Destructoid awarded Flooded a strong 8 out of 10, praising its innovative “reverse city builder” concept. They highlighted the game’s smooth pacing and variety of modes, including 12 levels, a quickplay option and an endless mode. Procedurally generated maps further contribute to the title’s high replay value. However, the review also pointed out some drawbacks, such as frustrating random elements and a story that felt underdeveloped. On Steam, Flooded currently holds a solid 84% positive rating based on around 120 user reviews.

First-ever 80% discount on Steam

Developed by Artificial Disasters, Flooded was released in April 2023 in partnership with Surefire.Games and Better.Publishing. The city builder typically sells for around $13 on Steam, but according to SteamDB, it is currently available at its first-ever 80% discount, reducing the price to just $2.59 until February 11. Handheld players aren’t left out either: Flooded is listed as “Playable” on the Steam Deck (available on Amazon at around $585), making it a compelling option for gaming on the go.
