The AMD Ryzen 5 3550H is a mobile SoC that was announced in January 2019. It combines four Zen+ cores (8 threads) clocked at 2.1 - 3.7 GHz with a Radeon RX Vega 8 graphics card with 8 CUs (512 Shaders) clocked at up to 1400 MHz. Compared to the similar Ryzen 5 3500U, the 3550H offers a 20 Watt higher TDP and therefore a better performance under long periods of load. The integrated dual-channel memory controller supports up to DDR4-2400 memory. The Picasso SoCs use the Zen+ microarchitecture with slight improvements that should lead to a 3% IPS (performance per clock) improvements. Furthermore, the 12nm process allows higher clock rates at similar power consumptions.
AMD states that the Picasso APUs are about 8% faster than the predecessors. Including the 35 Watt TDP, the 3550H should be a capable mid-range processor for laptops, including gaming laptops. The performance should be somewhere between a Ryzen 5 2500U and Ryzen 7 2700U.
The AMD Ryzen 3 3250U is a mobile Dual-Core-SoC that was announced in January 2019. It combines two Zen+ cores (with SMT / Hyperthreading so running 4 threads) clocked at 2.6 - 3.5 GHz with a Radeon RX Vega 3 graphics card with 3 CUs (192 Shaders) clocked at up to 1200 MHz. Specified at 15 Watt TDP, the SoC is intended for thin mid-range laptops. The difference to the older Ryzen 3 3200U is only the reduced maximum temperature specification of 95 versus 105°C.
In Chromebooks, AMD calles the APU AMD Ryzen 3 3250C, but with the exact same specifications (and performance).

In contrast to the faster quad-core Picasso APUs, the Ryzen 3 3250U only supports 3 instead of 4 displays in total.
AMD states that the Picasso APUs are about 8% faster than the predecessors. Therefore, the Ryzen 3 3250U should be faster than the Ryzen 3 2200U (2.5 - 3.4 GHz Dual Core with SMT).
