Thanks to the new Zen 2 cores, the Ryzen 3 4450U should offer a slightly better performance as the Ryzen 5 3500U. For an lower mid-range CPU, the performance is quite good and sufficient for most demanding tasks.

Performance
The average 4650U in our database is just as fast as the Intel Core i7-11375H and the AMD Ryzen 5 4600U are in multi-thread workloads. This is a fairly decent mid-range CPU, as of late 2021.
Your mileage may vary depending on how high the CPU power limits are and how competent the cooling solution of your system is.
Power consumption
This Ryzen 5 series chip has a default TDP (also known as the long-term power limit) of 15 W. Which is a tad too high to allow for passively cooled designs, besides, laptop makers aren't really obliged to stick to it.

Compared to the faster consumer R7 4800U, the PRO 4750U offers lower boost clock speeds.

Thanks to the SMT support, the Ryzen 7 PRO 4750U should be slightly faster in some workloads than the consumer Ryzen 7 4700U. However, as the base clock speed is lower, there can be some workloads that are executed slower.
